Изменения к закону о валютном регулировании и валютном контроле, снижающие норматив обязательной продажи валютной выручки до уровня не выше 30 процентов с нынешних 50 процентов опубликован в среду в официальной "Российской газете" и вступил в силу.
По словам представителей ЦБ, утвержденный Советом директоров банка пониженный норматив продажи выручки в размере 25 процентов начнет действовать не ранее четверга, поскольку Централый банк еще должен зарегистрировать в Министерстве юстиции соответствующий нормативный документ.
Источник в ЦБ сообщил Reuters, что нормативный акт, скорее всего, будет зарегистрирован в среду, после чего он сможет быть опубликован в Вестнике Банка России, ближайший номер которого должен выйти в четверг.
Первый заместитель главы Банка России Олег Вьюгин сказал во вторник Reuters, что до момента публикации нормативного акта в Вестнике, фактически продолжает действовать прежний норматив обязательной продажи выручки в размере 50 процентов.
Опубликованный в "Российской газете" закон был принят Госдумой 20 июня 2003 года, одобрен Советом Федерации 26 июня и подписан президентом 7 июля.
"Обязательная продажа валютной выручки резидентов от экспорта товаров (работ, услуг, результатов интеллектуальной деятельности) осуществляется в объеме, установленном Центральным банком Российской Федерации, но не свыше 30 процентов суммы валютной выручки", - говорится в тексте закона.
С января 1999 года этот норматив, составлявший 50 процентов, был повышен до 75 процентов, а в августе 2001 года - вновь снижен до 50 процентов.
Во вторник Вьюгин считает, что снижение норматива не повлияет на ситуацию на валютном рынке. Аналогичного мнения придерживаются и многие аналитики, по оценкам которых в настоящее время объем фактической продажи экспортной выручки превышает действующий норматив в размере 50 процентов.
